Is it just an aggressive kind of policy some countries use against other countries? Is it a mind’s condition? I would not state it! It is a given, definite stage of the capitalist development, necessarily supported by an adequate policy to sustain it.
We can list right now the imperialist’s topics:
-Massive capital concentration
-Export of products and technologies
-Capital’s export
-Global competition to seize markets
Actually now China is the fourth largest capital exporter worldwide, and even the largest importer in the world, even if its trade balance is active, opposite of what is happening to the westerners. From 2014, the balance between capital exports and foreign investments in China is active by the former.
